Big Data and governing climate change: opportunities and challenges

Climate change is one of the most significant global challenges that need to be managed; however, the current governance of climate change is not bearing the desired results. This thesis thus examines the opportunities Big Data-based tools offer for more efficient climate change governance. It provides an overview of the current state of play regarding climate governance and the way climate change is entering the realm of security. The study then introduces the concept of Big Data and, through two case studies, offers specific examples of Big Data applications in the context of climate change. It identifies several categories of Big Climate Data applications i) monitoring behaviour, perceptions and social attitudes, ii) monitoring markets and supply chains, iii) smart buildings, energy and smart cities, and iv) carbon monitoring and monitoring of natural conditions and changes. The thesis also highlights the main critiques and barriers these applications face, which include i) the lack of theoretical and methodological framework, ii) the issues of opacity, accountability, lack of transparency, iii) missing efficient governance system to employ the technology, iv) the complexity of climate and climate data, v) the environmental consequences of AI. Public-private partnerships and their praxis in EU member states

The aim of this final thesis is to analyse and compare the PPP practices of EU member states and to evaluate the current situation of their PPP markets as well as the issues faced at present. The study consists of four chapters. The first chapter deals with the theoretical and legal concept of public-private partnerships: the definition of PPPs, their characteristics, advantages and disadvantages of PPPs and the factors influencing the success of PPP projects. The section thereafter analyses the position and role of the EU, EIB and EBRD in promoting and supporting the implementation of PPP projects. The section is followed by an assessment of the PPP market development trend, high lightening the basic quantitative differences between the EU member states. Chapter four forms the core of this thesis in which, based on specified criteria (legal and institutional PPP conditions, average value of a project, corruption, transparency and the nature of the public sector) the PPP praxis of Great Britain, Italy, Greece, Sweden, Poland and Slovakia are analysed and compared. The states are characterized by national PPP markets of diverse quality as well as significant differences in the national conditions for implementing PPP projects.
PPP Possibilities in Transportation Projects in the Czech Republic

This Diploma Thesis deals with Public Private Partnerships (PPP) projects in transportation area in the conditions of the Czech Republic. Theoretical part of the Thesis describes basic rules of project finance, as an elementary part of each PPP project, as well as analyzes key economic, legal, tax and accounting aspects of the PPP projects within the Czech Republic. Practical part of the Thesis describes the development of PPP projects in the whole Europe. Current pilot PPP projects in the Czech Republic are also analyzed. Real PPP project, D3 highway, and its economic availability are being analyzed and evaluated in the final part of the Thesis.
Economic aspects of the Public-Private Partnerships

This thesis deals with economic impacts of the application of the Public-Private Partnerships in the Czech Republic. Public-Private Partnerships are the newest form of the cooperation between public and private sector in delivering of public goods. The theoretic part of the thesis comes close to the fundamental aspects of the Public private partnerships and their characteristics, to the reasons of participation of the subjects in the projects, to the forms of Public-Private Partnerships, their phases and to the differences between government contracts and Public-Private Partnerships. The second chapter deals with the legislation of the Public-Private Partnerships in the European Union, Czech Republic and chosen countries. The analytic part of the thesis deals with economic aspects of the Public-Private Partnerships, their advantages, disadvantages, benefits and potential risks. The aim of the thesis is to discuss presented advantages and disadvantages of the Public Private Partnerships and its possible impacts of the application in the Czech Republic.
